A pocos días de que comiencen las negociaciones de la Conferencia de las Partes sobre cambio climático, organizaciones de la sociedad civil Latinoamericana, en especial de Brasil, Argentina, México, Colombia, Chile, Costa Rica y Perú, le expresaron al presidente Luiz Inácio Lula da Silva, por medio de una carta abierta, sus preocupaciones frente a la crisis climática y la oportunidad que tiene la región para incidir en soluciones. Esto, aprovechando la presidencia del G20, foro internacional de gobernantes, que asume Brasil.

De la utopía a la realidad: la oportunidad latinoamericana en el G20
22 organizaciones de la sociedad civil de Latinoamérica y el Caribe le expresan al presidente Luiz Inácio Lula da Silva, a través de una carta abierta, sus preocupaciones frente a la crisis climática y lo instan a que bajo la presidencia de Brasil del G20 incida en soluciones para la región.

Presidente Lula,
Hace poco más de 200 años se gestó un movimiento revolucionario con espíritu independentista y de integración, que cambiaría el rumbo de nuestra región, dando paso a nuestras naciones modernas, hoy no exentas de retos de desarrollo. Pero, la integración latinoamericana sigue siendo una utopía. Hoy, usted tiene una oportunidad crucial, desde la capitanía del G20, para librarnos de la industria de los combustibles fósiles y promover la camaradería latinoamericana.
Usted puede -y debe- liderar una coalición de países en desarrollo bajo el G20. Aplaudimos la bienvenida de la Unión Africana como miembro permanente al G20, así como las invitaciones a los jefes de gobierno de Uruguay y Paraguay a participar de la Cumbre en 2024 y a los 20 Países Vulnerables (V20), en uno de sus grupos de trabajo. Es alentador ver más representación de países en desarrollo en este espacio multilateral de relevancia global.
Esta ‘parcería’ con otros jefes de gobierno de la región podría seguir con México y Argentina, que también hacen parte del G20, y convertirse en una presencia regional coordinada. Es más lo que nos une, que lo que nos separa. Este momento político podría servir a la exploración de puntos en común, de sinergias y de complementos económicos, políticos y climáticos, que permitan construir un legado de agenda regional que resuene alto y fuerte frente a los intereses de los países más desarrollados y poderosos del mundo.
Las Organizaciones de la Sociedad Civil nos imaginamos a un G20 declarándole al mundo su voluntad política de promover una transición energética justa que nos libere de economías extractivas; un G20 que le apueste a Latinoamérica como una región con el potencial de implementar acciones tempranas y volverse un referente internacional con la justicia ambiental y social al centro de dicha transición; y un G20 que valore la biodiversidad y riqueza de nuestros ecosistemas. Nosotras, desde América Latina y el Caribe, podemos ayudarle en esta labor titánica.
Presidente Lula, lo exhortamos a que, bajo su liderazgo, se logren los siguientes compromisos:
Primero, que el G20 otorgue una solución efectiva y real a los inconmensurables niveles de deuda y las notables disparidades que impiden a los países en desarrollo lograr una respuesta justa y suficiente a la crisis climática y evitar una nueva ola de endeudamiento externo del Sur Global. Es fundamental transformar los objetivos y operación de las instituciones financieras para internalizar cambio climático y gestionar la deuda, diseñando y aplicando instrumentos como canje de deuda, y la suspensión o cancelación de la misma para los países más vulnerables; y, gestando una alianza entre los Bancos Multilaterales y Nacionales de Desarrollo para reducir su aversión al riesgo al invertir en regiones en desarrollo.
Segundo, que los países del G20 lideren la eliminación progresiva del petróleo, el gas y el carbón, particularmente para disminuir las emisiones de CO2 y de metano, reduciendo la producción de combustibles fósiles en alrededor de un 40% de aquí a 2030. Indudablemente, este es el objetivo con mayor potencial de transformación para evitar que el número de catástrofes ambientales siga aumentando y podamos impedir el desplazamiento climático de millones de personas. Esta eliminación progresiva debe tener en cuenta la promoción de medios de vida alternativos. Esta es la única manera de que los demás esfuerzos de superar esta crisis climática tengan un efecto real.
Tercero, que el G20 implemente su compromiso reciente de triplicar la capacidad mundial de energía renovable, apoyando el despliegue, particularmente, de generación eólica, solar, bioenergía moderna e hidrógeno verde, en regiones en desarrollo. Si bajo su liderazgo en 2024, el G20 se compromete a invertir sustancialmente en el potencial que tiene América Latina y el Caribe, África y Asía para ser 100% renovables a 2040, esto se traduciría en un impulso concreto a la hora de lograr el objetivo mundial de que al menos, para 2030, el 70% de la generación de electricidad sea a partir de renovables.
Cuarto, que el G20 colabore con América Latina y el Caribe para promover salvaguardas ambientales y sociales en el marco de una transición energética justa, tanto en la minería, como en la generación de energía renovable. La extracción, producción y disposición final de los minerales críticos necesarios para estos fines, debe garantizar los más altos estándares sociales y ambientales, evitando a toda costa las violaciones de los derechos humanos, el daño a los ecosistemas, la corrupción y el desplazamiento de personas.
Quinto, que el G20 apoye a los países amazónicos de América Latina para alcanzar la deforestación cero, combatir la minería ilegal de oro y conservar el 80% de la Amazonia a 2030, evitando el punto de no retorno de este bioma. Para esto es clave el apoyo a la implementación de la Declaración de Belém incluyendo medidas concretas para combatir las ilegalidades y crímenes ambientales y promover el bienestar de las comunidades locales y pueblos indígenas.
Sexto, que el G20 dé continuidad a la agenda de adaptación a la crisis climática iniciada bajo la Presidencia Argentina. Es fundamental que se visibilicen las necesidades y prioridades de adaptación para la región y cerrar las brechas de implementación, en particular, el financiamiento. Debe haber un apoyo explícito a nivel político y una labor técnica para la implementación del marco de la Meta Global de Adaptación a lanzarse en la COP28.
Presidente Lula, está en sus manos despertar el poder que puede llegar a tener el G20 para estar a la vanguardia en el reto más agudo de la supervivencia de la humanidad como la conocemos; y para unir y posicionar a la región en este momento de gran necesidad de acción colectiva mundial. La sociedad civil latinoamericana está a su disposición para apoyarle.

The monitoring and control of the care of these cases is the responsibility of the Executive Director of Transforma through the channels indicated in number 3) of this communication.
5). Procedures for knowledge, update, deletion, revocation and rectification:
The owner may request through the contact channels named above, the update, deletion, revocation and rectification of the information and / or make inquiries or claims related to their information. Transforma will validate the identification, analyze, classify and issue the response to the request in the times established by law, and will be sent through the means by which the request is received or by the means that the owner specifies in his communication. The deletion of personal data and / or revocation of authorization for information processing will not proceed when the owner has a legal or contractual duty to remain in the Transforma databases.
These requirements will be processed when they meet the following criteria:
If the request is incomplete in terms of its requirements, the applicant will be required to correct its omissions within five (5) days after receiving the request. After two (2) months from the date the applicant was required to correct his request without obtaining the required information, it will be understood that he has withdrawn the claim.
The maximum term to attend the request will be fifteen (15) business days from the day following the receiving date.
If it is not possible to respond to any requirement due to its complexity, the applicant will be informed of the reason why it is not possible to respond within the term set by current regulations. When notification of the impossibility of responding within the initially indicated term is notified, the applicant must be informed of the date on which the request will be answered, which in no case may exceed eight (8) business days following the expiration of the first term.

Holds a bachelor’s degree in Philosophy and masters in Philosophy and Public Policy (LSE). Cofounder of C230 Consultores Colombia, a design and public policy evaluation firm. She was the executive director of Crea Comunidades de Emprendedores Sociales in Mexico, a platform that encourages entrepreneurship and fosters women’s employment in vulnerable zones. Nowadays she is an associate at Unbounded Associates in Washington, DC.

INTERNATIONAL STRATEGY AND DIPLOMACY
Holds a bachelor’s degree in Forest Science from the University of Florida and a master’s degree in Biology. She has worked in the Colombian Ministry of the Environment as climate change director and then as director of economical, social, and environmental issues at the Ministry of Foreign Affairs. In 2015 she led the Colombian technical delegation that negotiated the Paris Agreement. Nowadays, she is part of the climate change team of the Office of the United Nations Secretary-General. She co-founded Transforma.

graduated from The University of North Carolina. MSc. in Environmental Policy, Regulation, and Planning from the London School of Economics and Political Science (LSE). She has worked as an advisor for the Ministry of the Environment of Chile and as deputy secretary for border and intergovernmental relations at the California Environmental Protection Agency.

Specialist in social responsibility, master in energy politics and energy management Energy and Environmental Policy and Management with more than 10 years of experience in the coordination and design of citizen participation projects, socioeconomic and political context diagnostics, evaluation of social impacts, and management and environmental sustainability plans. She is interested in participating in actions with positive impacts and activities that offer value to communities and territories.

She has experience in publishing projects, journalism, and teaching. She is passionate about working in social organizations and children’s literature. His research interests and expertise include modeling of mining energy and socio-technological systems, quantitative methods, optimization, and use of methodologies to support decision-making.

She has experience in the measurement and monitoring of risks applied to investment portfolios of financial institutions, and in financial risks auditing. She is passionate about puzzles, traveling, and crafts. She is interested in environmental work because she wants to contribute to the generation of deep changes in the way we live and interact with the planet.

with a Master’s degree in Development Studies (Agrarian, Food and Environmental). She has experience in behavioral economics, work with ethnic and peasant communities, and territorial development planning. Passionate about exploring how the performing arts can trigger climate action.

with experience in budget and financial management of different international cooperation projects. She is passionate about team work towards achieving common objectives and is interested in environmental work because she considers that is a way to contribute to solving different issues.

She holds a degree in international relations and is a Ph. D. candidate in the same field. With experience in climate change, just transition, gender and diversity, she is passionate about human rights and believes that transformative change is closely tied to respect for and harmony with nature.
